Blocking mystery.

As everyone has probably noticed, sometimes when you block, you can't strike back at the enemy. Other times, you can. I have figured out why. When you hit the block button (L1) while running, you'll stop running and start blocking. Unfortunately, you can't hit back unless you release the block button. BUT, if you are stationary when you block, you are free to strike back without releasing the block button. Mystery solved. (I'm gonna be real embarrassed if this has already been revealed on the forum. I know the question is in Wart's "Things the Author Doesn't Understand" chapter in his guide, I'm just not sure if anyone had already given the answer.)
