Custom Models In-Game

This is a question in regard to using custom models in game, custom models such as saber hilts. Why is it that if you install a custom saber hilt, and you create your own server, it works, you can see the custom saber hilt, but when you join a server on the net, it doesn't work, you can't see the custom saber hilt?

The only possible exception is joining an unpure server.....
