Make it this way:

 

1) create the brush which will be the "display" :)

2) cover it with caulk/nodraw/whatever, except use tests/mirror_floor on one side.

3) place a misc_portal_surface beside the brush, on the side that has mirror_floor texture

4) create misc_portal_camera entity where you want your camera.

5) unselect everything, select misc_portal_surface and misc_portal_camera, and press ctrl+k to connect them

6) put target_position where you want your camera to look at

7) unselect everything, select misc_portal_camera and target_position and connect them by pressing ctrl+k 8) now you have a working camera!

 

You may use surface inspector to fit the mirror texture. Otherwise there will be some lines in your display, because the mirror texture was originally used on floor. I recommend streching the texture by using value 10 or something similar.
