You'd have to find a specific shader or texture for the ep1 thing. But as far as creating buildings go theres really many different ways of approaching it. I would just create a cylinder than make a dome at the top on it and add a few more details in there. If you need help on working with brushes, curves and other stuff just goto rich diesals tutorials:

But theres really no official guide on making them most people just try to be creative with brushes and curves and stuff.
