I'm far from sure about the followings, but this is what I think:

 

You need a yourmapname.sp file with the structure as the others. In .sp files you can see REFERENCE soundfile.

 

So, when your script is running and in that you play the soundfile AND you play it in the voice channel AND the camera is enabled AND captions are enabled in game settings THEN you will see your texts.
