Jedi Mod Problem

Ok My freind and I were playing on his Jedi Mod Server. He did

mod_debugcheats 1

and

/cheataccess 0

He then did

/g2animent 0 2 4 models/players/stormtrooper/model.glm sound/chars/misc 100 0

and it says invalid command? I tried it also only my client number was 3, and also got the command? What did we do wrong?
