Where do I get in the river in Lvl. 3?

I've gotten in the station, gotten the raft, the repair kit, everything, but I can't figure out where I get into the river. There's water in the station, but there's a gate in the way. I've also tried outside the station on the ledge and on the bridge, but I can't get into the river. Does anyone know how to get in?

there is a gate by the water.go there.head into the room with the lockers,press all the buttons in that room,the one with the russian writing above it opens the gate to the water,i believe.but i know its in that room.
