I've gone up that elevator that you use that bronze gear that you get from Volodnikof. I've killed a lot of little robot guys. What do I do next? There is a whippable "bird head" you can use to climb up to the ledge that has the "X" on the map. Keep working your way across the ledges and you will get to the top, where you can drain the water and turn the electric ball off. Good luck!
