So...do we interpret this uber-proactive response to Irene as the difference between an effective FEMA and an ineffective one (i.e. lessons learned from Katrina/Rita)? Or do we interpret it as the difference between a major storm headed for the East Coast vs one headed for the South? Someone needs to get the where-are-they-now story from Kanye.
