War assets reset with a new game, even a imported ME3 Shep. Therefore, Bioware lied. You can only get the "best" ending with multiplayer. And I'm guessing that you'll need to do multiplayer each time you play if you want to get the "best" consistently.

EDIT: I suppose, in fairness, that there is an alternative. It could be that I did get the "best" ending (in which case, the ending sucks) and that rumors about better endings (>4000/>5000 war assets) are bunk. I guess I'll have to wait until Bioware posts something or someone puts up a clip with the two better endings before I can know for sure.
