If I'm reading that right, then that was pretty much my take on it as well. The Citadel is the primary collective platorm (i.e. the Geth super-structure that Legion talks at length about in 2 and we see destroyed in 3). The Reapers are other collective platforms (Sovereign mentions that each Reaper is a nation or something like that), but they are not the same AI. Legion shows us how much more advanced the Reapers are, so the Reaper/Geth comparison is not entirely analogous. They're all AI, but they are individuals following a leader. That's my take anyway.
