Do you have to fight someone on the opposite side?

If you are alone and you see an imperial player and you are a rebel, do you have to get into combat or can you talk and/or choose not to fight. For example: you tell other rebel players to come and now its 5 on 1, can you scare the imperial off?

Given the current state of the galactic civil war, if you are overt and not attacking the red dots on your radar, you're already dead. If you outnumber him five to one, don't get cocky, because if he's not running he's probably a combat medic or a commando and you and your four friends are going to be eating flames or poison real soon. Basically, if you're overt, kill the red stuff as long as it's not in the med center, cantina or near one of the shuttle ports. Then at least you are following the ROE unlike TIO, Edge, FATAL and TRNTY.
