Can't open dead bolt

Help!

 

I've already started the game twice, I've searched for walkthroughs and followed their advice, but even though I already sent the two balloons down the tube, when I go down to the communications room there is no one there so I can't open the door. Any suggestions?

Have you all done to this point of game what you can do?

Speak to all again...or soemthin.

 

The problem is, I know there is a "trigged action" , but dont know what you have todo to activate it.
