A good strategy for making the NPC's catch some air is to jump up as high as you can, then pulling them up. I don't remember what the higest point in the game is - maybe on the Bespin platform (map name bespin_streets).

first you type "npc kill all" in cutsecenes, then spawn lots of enemy and friendly NPCs they will all fight together
