Major and regular game slow down

Game runs great most of the time at very high settings, upwards of 100+ fps, but every few minutes or so binds up down to 1 or 2 fps, chugs at almost a full stop for 20 seconds or so, then runs good again.

 

What programs or services could be running in the background to cause this, if any?

 

Most other tweaks don't seem to make a difference on the video end at least.

Turn off some of the video settings and see if it helps (try and error method) Especially Dynamic Glow.
