MSPaint supports only some crispy Windows file formats like .bsp. Most probably you want to create .jpgs or .tgas so you need to find another image editing program.

Making your .jpgs and .tgas to work in game is another subject and there are n³+1 threads about it. I'd suggest searching.

MSPaint supports JPEG and PNG in Windows XP so it can be used.

 

As for saving/sizes and so on...you must search cuz I made a HUGE post covering every aspect of using custom textures.
