Problems with controls in PC version

I don't think I understand the "crouch" funtion or it is not working.

 

If I hit the assigned key nothing happens, if I hit the assigned key twice my guy goes prone. what's going on?

 

isn't crouch where your guy gets on a knee for a little stability. i know in other similar games that what it is.
