Why can't I dock with outpost (forgot number) and why doesn't Rogue Squadron arrive..

Never mind. i'm glad i left the ship docked long enough to hear emkay (i heard him after the first sentence) , and I succesfully completed that mission.

You need to call for reinforcmetns to get Rogue Squad to show up. And you go inside the station to dock with it.
