AFAIK, Nihilus just doesn't have any facial expressions. His model simply misses a lot of animations. Don't think you can do anything about it.

 

As for his voice, from what I can tell he uses generic alien voice which means he doesn't use separate sound VO_ResRef files. I don't know what dialog editor you are using, but I suggest getting TK's DLGEditor

 

Simply, open your dlg file, click on the root entry (black one) and enter 15 in the "AlienRaceOwner" field.

Then for each Entry (red ones), enter 15 in the "AlienRaceNode" field. To determin what kind of sound he speaks, use Emotion dropdown.

You can check what voices aliens have avalaible by looking in alienvo.2da.
