Looking through it, it's pretty obvious the book was printed long before the release of the game. There are ingame features that aren't in the book, and abandoned features displayed in the appendices. The only people you can kill in the refugee sector are the Serroco, Exchange, and through dialogues you can bring a refugee or two to their deaths. But that's it.
