Can I access old force powers? When I level up to Force Wave, for instance, is there a way that I can still access Force Whirlwind? How do I do that?

lol, after reading your first sentence I knew the example was going to be Force Whirlwind. I myself have often wished that one could use, in particular, the Force Push and Force Whirlwind powers after getting Force Wave. Force Push because flinging back a single enemy during combat feels more "movie-like" and Force Whirlwind because it's actually better than Force Wave for melee-focused Jedi, in some ways, if you aren't being pummeled by a dozen enemies at once.
