Assiting in a skinning mod

Hello, I have a (maybe) simple modding request. All I want is a new Player skin available when you start a new game, and some new clothes for that character (could be drop items found somewhere on the Ender Spire and Peragus, respectively). What I want it to look like is a character known as Pent from Fire Emblem, here's a few picture links

You could probably do this with the cape in TSL by reskining revans robes and replacing the normal clothes. You could possibly do the same thing in the original.

I know. But I have neither the resources or the skill to mod something like this, and I was wondering if one of the better image/skin editors could make this for me.
