Depending on who the NPC is, say a custom made one - remove all the attack feats in the .utc file and add master rapid shot, as that's the only one they've got they have no choice but to use it.

 

If it's not a custom NPC or it's recruitable and advances with XP - then I believe the only way to do it would be to edit a .2da file or script, I'm not sure off hand which one, as the order that feats/powers are shown is in there.

No one? I'd really like to force some of my NPCs to use master rapid shot instead of normal attack :-/

 

If this is for The Sith Lords you can try the Improved combat AI mod I've made, it should make party members use their combat feats a bit more often than before.

To make it easier for other members to help you and avoid confusion, please state which game your question concerns if you ask about something. While KOTOR and TSL are fairly similar from a modding perspective there are some significant differences in how certain things are done, and some things may be possible to do in one game but not the other.
