Cutting off an NPC - Dialog Question

While the title is a bit stupid, here's the issue: I edited some of Carth's dialog, and in the process I had to cut up one of his existing lines. So I split the string in the carth.dlg (or some such name) into to parts, and then got Audacity to work with splitting up the VO itself.

However, now Carth mouths the words without speaking them, as I haven't edited the Lipsync file. I was wondering if it was possible to truncate the file to stop him talking, or would I be forced to replace it with another, existing .lip file.

Another, similar, issue I have is when Carth says his line (the new lines, these have no lipsyncs at all, but they do have VOs), he just stands there waiting for me to press the button or for me to wait about 10 seconds. Now, do I have to attach a .lip file to the dialog for it to know when to cut off? Or is there a way of forcing the dialog to move on to the next line?

And just out of interest, with the tutorials that were made over 2 years ago, its says that no way existed of creating .lip files. Is that still true?
