Darth Kruhl Posted July 9, 2008 Posted July 9, 2008 go to http://empireatwar.filefront.com/files/Empire_at_War/Mods;5502 and look for your unit increase mod or you could add AEM4.5(Absolute enhancement mod) or steiners advanced units. they bump population caps to over 30.
