Now if your in the negative faction stading youll have to kill imperial npc's in order to get it up to neutral "0" or positive before you can join. To see your faction points hit "C", click on the factions tab at the top, itll say Rebels then a number between 5000 to -5000. If you just created your character you should be neutral "0" only way to become negative is to kill rebels, which also gets you positive Imperial points.
