Mechanism for granting class-specific (force) powers?

...ala Wookie Rage, Inspire Followers, Force Forms, etc.

 

I've checked a few places but have not had any breakthroughs. I suspect this is done via the engine, but I thought I would ask just in case someone had cracked the code on this one. Any assistance is greatly appreciated.

EDIT: to clarify (lest I send someone on a wild goose chase), I'm trying to figure out how to adjust which levels the PC is granted Inspire Followers/Crush Opposition.
