In year 4, why do they need the tickets to pass in the 9th underworld when they can do it on foot? Haven't they already done all the travelling? I mean what's the point in taking the train now that they have reached their destination

If you are asking why Manny and Meche had to return to El Marrow for the stolen tickets, it's because the Gate Keeper had detained the owners of the stolen tickets in Waiting Area Two because he believed that they had sold their tickets, and was holding them for punishment. Manny and Meche had to retrieve the stolen tickets in order to secure their release. This was all explained in the conversation between Manny and the Gate Keeper.
