Is that button supposed to be there?

I just noticed the "new thread" button is on all lucasforums.com sites(i.e. GB.com's forums, JKII.net's forums, LC.com's forums). So I did a quick test. The new thread will appear on the site's mainpage. Near the bottom, right under the announcements. Is there any way to remove that pesky button?

 

Note: I'll post this to GB.com and LC.com's mod areas.
