how to eliminate Kicking but not map votes?

Hey- i know how to eliminate all voting, but is there any more specific commands for server.cfg that will only disable KIck'ing?? I want to leave the map votes on but tired of my clan mates getting kicked from our own server when i'm not around!!

I do not believe such an option exists....yet. Someone will hopefully create a nice admin mod when the source/SDK comes out.
