As long as you have enough force power and the appropriate power level of force selected, you can block the push/pull power. From observation I think that if the two power levels differ then the difference is used to push/pull them. eg. Player1 has level 3 pull, and level 3 push. Player2 has level 2 push, and level 2 pull. If player2 tries to pull player1, he cannot (provided player1 is not doing anything, and has enough force power left), as player1 has a higher force power in pull than player2 does in pull. If player1 pushes player2, then player2 will be pushed back slightly. The same result will occur if player1 had lvl 1 push, and player2 had lvl 0 push.
