The command list is clearly from the client (or multiplayer app) rather than dedicated server. The cmdlist for the ded server is MUCH shorter. The cvars are all techncially there, but for ded server purposes you can ignore all the ui_, cg_, r_, s_, cl_, m_, and in_ ones.

What I meant by all the cvars being there was that all those in his list can be set, even if they are not used, not that all the server cvars were in the list. A number of the cvars will not show up in the list unless they are set--Administrator, for example.
