Doom 3 - Good art or good tech?

So I saw the video about Doom 3 - recent one on Fileplanet.

 

Something about textures being models and not painted on, true lighting, bump-mapping, etc.

 

But isn't this already being done with games for the XboX.

 

Doom 3 looks beautiful - but is it that way due to superior art or because there is something technically superior about it vs. other game/engines - say compared to Halo or the GF3 Dino Isle demo.

 

What's improved?
