No Console Commands Work!!

i've tried every command from the cheat command, to taunt to bind to screenshot, no console commands work at all.

 

is there any way i can somehow be able to use the console? because for me i haven't been able to do anything with it. how can i use commands?

Are you pulling down the console with Shift+~ ? Because if you just type in the commands, or try typing them into the chat line (many other games use it as a command line), they won't work.
