.TGA or .JPG?

JPEG at no compression (100% quality) with standard baseline and a 24-bit Targa texture should yield the same results. A targa texture, however, supports Alpha Channels as JPEG does not.

 

If you plan on going use Alpha Channels for shaders and stuff, then use Targa. Otherwise, the two formats shouldn't matter too much. :)

The main advantage of JPG is the compression. You can increase the compression quite a bit, though that sometimes sacrifices quality of the skin. If you don't need alpha channels, I would go with JPG, and try half compression (in Photoshop, this would be level 5 or 6). Make a copy of your image before compressing, then save another copy compressed, check the quality, if it's still good, try compressing some more, until you get to the level that the compression is as good as it can be without losing quality. This way, your skin files will be much smaller and easier for some people to download (Making it more likely that they WILL download it) :)

Photoshop can open .TGA files. You might have to tell Windows to use Photoshop for .TGA files, it might not be set already. Just double click the file, and when it asks you what program to open it with, choose Photoshop.

 

Or just open Photoshop and open the .tga file from there
