You want to extact all .pk3 files into your JKII\gamedata\base folder... so if you did the default install directory: C:\Program Files\LucasArts\Jedi Outcast\gamedata\base (I think) , then you can just select the skin when you set up your player in Multiplayer, unless you're playing on a server that does not support the skins you are trying to use
