Going to rent a server - need advice ...

I've found out the best ping is at this place:

I'd go with this one:

At one of their servers I ping at about 30 ms... which is very nice.

 

I'm considering running this AdminMod:

Now let's say I have friend who request to be admins - is it reasonable to charge them so I can handle the price - and the risk of having them help me run the server?

 

Is that legal?
