spawn custom characters within a custom map

I have my ext_data\newnpcs.cfg in a PK3 in a mod folder and it doesn't work. Dunno why.

you want me to mail you my pk3 and you can test it out to see if it works? im pretty sure it works as a standard pk3 and also as a mod
