Is there a graphics program that does a good job at skinning?

This is something I have had trouble with. I'm making a saber hilt

and the model is done, but I can't get a skin on it because I don't have the right stuff. I'm not on a high buget($5 is all!) I don't have a job, I live under my parents roof and I can't move out yet.

And don't say something like "Look in the stuck thread jerk!" I looked there and I couldn't find anything.

I'm not sure whata cheap & good program is.

Adobe Photoshop is pretty expensive but Paint Shop Pro is way less.

You can downlaod a trail version of PSP and it doesn't have any limitations.
