I have a crazy idea I posted at SWGBH. It is possible, but would be hard:

Yeah, I one way I suppose it would be a good idea. I would like nothing more than to kick the ass of the Vong, but I think I would wait for an offical xpac with them and the Mon Cals in. Would anybody like to see the Nogihri and the Rogue Squadron heros on Battlegrounds?

No copyrights would be violated. Just think of it as a giant mod. Every unit in say CC would be replaced with something new, then they and the orginal SWGB and CC units would be there with them.
