Is there anyway to make it to where any skins that you make will have specifc sabers? ie different saber from anyone else, ?

Nope, sorry. But with Jedimod or Forcemod you can have custom sabers and use them.

does this mean that if I were to create a skin, and want to use a custom saber for it , only this skin would use it?

Jedimod and Forcemod are mods (modifications), what they do for example:

 

Forcemod:

You can use Jetpack.

You can use Saber hilts you downloaded (select them at the menu that comes when you start a game)

You got level 4 in force power (you know when you configure your force powers you can now fill up to 4 force dots.

You can use both the dark side and the light side at the same time (combaine them).

You can have two lightsaber, you can have a double bladed lightsaber.

You can do some nice movements like: Laugh, Sleep, Draw your saber etc.

You can scale the height of your character (making him small like yoda or big as a giant).

 

And some other stuff.

No it does not mean that only that skin would use it.
