The console command ( in case you don't know , you open the console with shift + key left to 1 ) to enable npc spawning on your server is mod_debugcheats 1 . The cmd /cheataccess x allows client number x to spawn npcs . To find out the numbers enter status . For you it will most likely be /cheataccess 0 .
