The player charecter you use in game has two major aspects to it. The model of the character is the 3d polygon shape of the charecter and the skin is the picture (texture) on this model.

 

Different models have different SHAPES. Look at the vader model or the jabba model. Their shape is entirely different form say Kyles. Skins are only the textures that cover this model. And the red/defaut/blue player versions of a player are different skins for that model.

 

Skinning is a subtle but powerful tool as you can make a model look VERY different just by applying a good skin. For example look at the quigon skin made by mars. This is just a new texture applied to the Jedi trainer model. But it looks entirely different. The face almost seems to have a different shape alltogether.

 

So a new model will mean somebody created a new 3D model (a new shape for a player) while a new skin will usually mean somebody used an existing model from the game and changed the texture to make it look different. New models almost allways come with new skins.

If the sword and whip are weapons, then they are weapon models. Since they most likely have a texture on them that is new, they also have a "skin" per say.

 

If the whip is just an accessory on the model (such as attached to the hip but can't be used) it is just a part of the player model.

 

Like I said these new models weather it be player models or weapon/object models almost always have a new skin that goes with them in order to make them look good. :)
