Zam Wesell target reticule (need help)

Iv'e been working on a zam Rifle, its actually modeled, but I want to change the targeting reticule. I have the cropcircle.jpg and have edited it. I go into the game and the reticule appears (but its solid not transparent). I have the shaders, effects, model from the assets folder.

 

do I have to make a new shader?

Is it the shader that creates the reticule to be transparent.

how do I make a shader?

 

Someone help me!
