When Obi and Qui squared off against Maul, it was a struggle to survive. It was a full-out, all or nothing, telekenetic/pathic battle. The three of them were giving everything they had in order to vanquish their opponent. When Obi and Vader met on the Death Star, it was nothing more than a spar - they were playing with each other. Vader himself said that Obi-Wan had no intentions of escaping, so neither of them had any reason to give everything they had. Obi had all ready chosen his destiny, and all Vader had to do was patiently wait for his former Master's willing end. Finally, in both confrontations between Luke and Vader, in both Bespin and the Death Star II, neither of them wanted to destroy each other, they were both looking to tire the other out, in one way or another. Vader wanted to break Luke's spirit and convince him through force to turn to the Dark Side, and ultimately destroy Palpatine, and rule with him. Luke, in Bespin, wanted to confront his fearsome visions, and follow what he felt was his destiny - he also had to rescue his friends. On the Death Star II, he wanted to tire Vader and slowly force him to rekindle the good within himself. If either of them had the desire to destroy the other, Vader would have quickly ended the entire saga once he had Luke pinned in the core of Cloud City. What I'm trying to say is, that Vader's abilities in the Saber Arts are never illustrated at their fullest. Therefore, one cannot state that Vader's lack of skill would be his undoing. Next, Maul was a one-track-mind pit bull, while Vader was a cold, calculating warrior, capable of being Palpatine's instrument in the Great Purge - destroying thousands of Jedi. Maul perished at the hands of a Jedi Padawan - and Obi and Qui were the first Jedi he had ever encountered. Vader, on the other hand, was able to vanquish thousands of Jedi, most likely single-handedly. There is also the fact that the Force itself plays the largest factor in all of this. Vader has been said to be The Chosen One, and having the highest-recorded Midichlorian count to the point in time of The Phantom Menace. I'm not sure what the technicalities of it all are, but because Yoda, a very powerful Jedi, was used as reference to the number of Midichlorians in Anakin's system, I assume that the higher the number of them you have, the better you can hear the Will of the Force. Thus, Vader would have a stronger presence in the Force than Maul, and would have fewer limits in his abilities to use the Force for his bidding. In conclusion, all signs point to Vader as the victor, had the two Sith Lords ever encountered each other. The point you're missing is that Darth Sidious was the real power behind the Sith, not Vader. I'm not going to speculate on how good Anakin was before being forced into his Vader suit, but the proof is in the pudding when he was...he sucked and wouldn't stand a snowball's chance in hell against a legitimate Jedi (or Sith) opponent. What would Vader have done if a younger Obi-Wan flipped over his head to come up behind him? It would take Vader about half a day to turn around, and by then it would be over.
