Prime Posted February 22, 2003 Share Posted February 22, 2003 All the tools released by Raven can be found here. This has the map editor and model viewer. To make new models you'll probably need 3D Studio Max or Milkshape or something similar. To edit skins you need an image editor such as Paint Shop Pro or Photoshop.
