Maybe with summer coming up there will be more because I have seen an influx of new clans coming. My recommendation is join a pre-existing clan or make a clan with other new people (to the clan scene). There is the Knights of Jedi who also want new members. If I was you and wanted to make my own clan talk to the person who runs them and see if you two cannot meld. Again best of luck and CM is looking for challengers at any time.
