Hekx
Do you have EAX disabled under Sound? Is the problem only with JKII? (MP3s players, etc, work fine?)

Hekx
Just a stab in the dark, but have you tried turning off GL Extensions? If the problem is with JKII, maybe try changing the settings and a reinstall. I personally don't know any fix for the problem, sorry.

Triband
You can try upping your soundpoolmegs a bit in the CFG. Use this command in the console "com_soundpoolmegs", see what the current setting is and try to up it 2 at a time. But beware, you only have 128 MB's of RAM in your system.
