Best Program For shader making?

I've been wtaching some posts, and some people say they use some other program other than ShaderE2. And it is better?

Can someone tell me if there is a way to download it? Or do you have to buy it?

Notepad!

 

Just look at the shaders that came with the game and you can see what they do and adjust them to your needs.

all depends on what you feel happy using i use a mixture of notepad shaderED and another app i cant think of the name now
