Apart from the fact that I hate Ep1 and Ep2 and especially Gungans, I think it's not possible. For now, if you want a new model, the only thing that can be done is use a model that is already available in the game and retexture it (correct me someone if i am wrong).

 

(Hopefully) I don't think that any of these models has a shape similar to that of Jar Jar Binks (not even the Selkaths).
